Negotiations for inclusion of 17 anti-cancer drugs in the National Medical Insurance Catalogue reduced prices by an average of 56.7%

Recently, the National Health Commission held a press conference to introduce the progress of the comprehensive reform of public hospitals in 2018.

   Positive progress has been made in the comprehensive reform of public hospitals:

   One is to consolidate and break the results of the reform of medicine to replenish medicine and achieve obvious results.

   On the basis of the total cancellation of the drug markup in 2017 and the simultaneous adjustment of the price of medical services, 19 provinces adjusted the price of medical services again in 2018, and further improved the new compensation mechanism for public hospitals.

   The second is another breakthrough in implementing government input responsibilities.

   Direct subsidies for public hospitals across the country from various levels of finance increased from 84.9 billion yuan in 2010 to 270.5 billion yuan in 2018, an average annual increase of 15.6%.

   Chengdu, Sichuan Province, quantified and implemented the government’s six investment policies for public hospitals and included them in the regular fiscal budget. Public hospitals in Beijing, Shanghai, Tianjin and other places have no development constructive debts. Seven provinces including Anhui and Guizhou have locked, divested, and resolved the development constructive debts of public hospitals.

   The third is to actively explore the reform of medical insurance payment methods.

   There are more than 100 disease types in 294 cities where payment by disease type is implemented. Guangdong Province has fully implemented disease-based score payment, using big data technology to determine the scores and relative weights of 4051 disease categories, and included day surgery and eligible outpatient preoperative examinations into the range of disease-based score payments.

  Fourth is to deepen the reform of the pharmaceutical field.

  Implement zero tariffs on imported anti-cancer drugs. Negotiations for inclusion of 17 anti-cancer drugs into the national medical insurance catalogue were carried out, with an average price reduction of 56.7%.

   In 11 cities, the state organized a pilot program for centralized drug procurement and use, and the prices of 25 selected drugs fell by an average of 52%.

   The fifth is to accelerate the reform of the personnel remuneration system.

   Shandong, Guangdong, Ningxia and other places implement total personnel management, and the personnel within the total shall implement the integrated personnel management policy of public institutions and participate in the pension insurance of public institutions.

More than 2,800 public hospitals across the country have carried out a pilot reform of the salary system and implemented the "two permits" (allowing medical and health institutions to break through the current wage control level of public institutions, allowing medical service income to deduct costs and withdrawing various funds in accordance with regulations, mainly for personnel reward ), explore the establishment of a salary system that meets the characteristics of the medical industry.

   Sixth, speed up the establishment and improvement of a modern hospital management system.

   The local party committees have formulated implementation measures to strengthen the party building of public hospitals to provide institutional guarantees for the implementation of the dean’s responsibility system under the leadership of the party committee.

   7 provinces including Jiangsu and Shaanxi have established public hospital management committees in all cities and counties (cities) to coordinate the implementation of government-run medical functions. Peking Union Medical College Hospital and West China Hospital of Sichuan University have made useful explorations in establishing and improving modern hospital management systems and have set an example.
